Carpet Underlay Tips On Precisely how This Uncomplicated Item ...

Instead of wooden flooring as well as linoleum, use ceramic tiles in your kitchen area. Most tiles are easy to clean and more spill resistant than any linoleum or wood flooring on the market. They define your kitchen area space and keep that area separate from all of your dining room or family area. Your ceramic tile may lose its shine after a while and appear grubby. Mixing a solution water and vinegar can make a safe solution for many flooring. Grab a pail, fill it with your solution and you can mop the floors with ease. This will get rid of the grime and dirt, generating your floors appear gleaming and new. Flooring can be a relatively simple do-it-yourself project even for a novice. Focus on putting porcelain tile in your kitchen as well as bathrooms and exchange your carpet underlay?with wood flooring. Home improvement stores possess a wealth of information about how to generate this process easy for you to accomplish.

Replacing a bathroom or kitchen floor is especially effortless if you use adhesive-backed vinyl tiles. Simpler to handle than folded vinyl flooring and less messy than regular vinyl tiles that require a sticky glues compound, this is a step-around to update your floorboards. It may take you lengthier to take the old flooring up than to put the fresh tiles down.Repair floor squeaks with a few drywall screws. While a second man or woman waits below within the crawl space or perhaps basement, walk over your floor and locate where the squeaking is going on. Signal to the person down below where the problem is. They can easily insert a drywall screw through the bass speaker floor and in the flooring to stop the squeak. New flooring is a great way to bring up to date the look and feel of any room at your residence. A reputable flooring company can easily install new hard wood, carpet, laminate or porcelain tile flooring in as little as one day or visit your local home improvement center for do it yourself choices.

If your home improvement venture involves moving home appliances or other furniture in your house, make sure to put a thing down to protect your floors. Particularly if you have hard wood flooring, taking out large things can make a big mess and scratch your flooring. Taking a few minutes to protect the floors can save you lots of money in the long run. When updating flooring, think about the kind of foot-traffic that will be in the room. Stone and porcelain floors are perfect for higher traffic areas including the foyer and bathroom. Places in your home that have low traffic, such as personal bedrooms, are better suited for flooring that is more inviting but harder to scrub. When painting your walls, always make sure to properly spread tarps or magazine over your flooring. You can also go as far as reducing open trash luggage and laying them on the floor. Painting can be messy and hard/impossible to take out from carpeting and also wooden flooring. Take health concerns before you start painting so that you don?t have to worry about your after effects.

?

Before spending a lot of money on so-called ?quality? materials for any home improvement, make sure you shop around for better deals. Putting down new flooring can be costly along with comparing prices will help you get the best prices. You can find discount supply merchants out there as well as bargain hunting places that may help.

?

And so if you are hoping to find out much more regarding carpet underlay and also definitely fully grasp all about the subject then you may want to take into account further study. The easy process to do this is to visit on the web page link and check out the web page it links to.

World News - Child witnesses to Afghan massacre say Robert Bales ...

Spc. Ryan Hallock/Dvids/ Handout / EPA

U.S. Army Staff Sgt. Robert Bales, pictured here at the National Training Center in Fort Irwin, California in August 2011, has been charged with 17 counts of murder in the deaths of 17 Afghan villagers.

By msnbc.com staff

Here are two versions of what happened the night of March 11, when 17 Afghan villagers were shot to death.

First, the Army version: Staff Sgt. Robert Bales, troubled by marriage woes, drunkenly left Camp Belambai, 12 miles from Kandahar, with a pistol and an automatic rifle and killed six people as they slept. Bales then returned to the base and left again for another village, this time killing 11. He acted alone and he admitted to the killings, according to the Army.

Then there is the account that child witnesses provided Yalda Hakim, a journalist for SBS Dateline in Australia. Hakim, who was born in Afghanistan and immigrated to Australia as a child, is the first international journalist to interview the surviving witnesses. She said American investigators tried to prevent her from interviewing the children, saying her questions could traumatize them. She said she appealed to village leaders, who arranged for her to interview the witnesses.

Watch the SBS Dateline video "US alerted over Bales behaviour"

In the video, the children told Hakim that other Americans were present during the rampage, holding flashlights in the yard.

Noorbinak, 8, told Hakim that the shooter first shot her father?s dog. Then, Noorbinak said in the video, he shot her father in the foot and dragged her mother by the hair. When her father started screaming, he shot her father, the child says. Then he turned the gun on Noorbinak and shot her in the leg.?

?One man entered the room and the others were standing in the yard, holding lights,? Noorbinak said in the video.

A brother of one victim told Hakim that his brother?s children mentioned more than one soldier wearing a headlamp. They also had lights at the end of their guns, he said.

?They don?t know whether there were 15 or 20, however many there were,? he said in the video.

Army officials have repeatedly denied that others were involved in the massacre, emphasizing that Bales acted alone.

Obama: Afghan shooting rampage was work of lone gunman?

Bales, who was flown to a maximum-security military prison in Fort Leavenworth, Kan., was charged last week with 17 counts of murder and six attempts of attempted murder.

Staff Sgt. Bales charged with 17 counts of murder in Afghanistan massacre?

The massacre came several days after a roadside bomb attack that cost one soldier his leg. Village residents told reporters and Afghan government officials that after the roadside bomb attack, U.S. troops lined up men from the village against a wall and told them they would pay a price. The Pentagon has denied those allegations. ?

Pentagon: No evidence that Afghan massacre was a retaliation

Gen. Karimi, assigned by Afghan President Hamid Karzai to investigate the murders, told Hakim that he, too, wonders whether Bales acted alone and how he could left the base without notice.

?Village elders said several soldiers took part and that there is boot prints in the area,? Karimi told Hakim. He said villagers told him that they saw three or four individuals kneeling and that helicopters were overhead during the rampage.

?To search for him?? Karimi said he asked them.

?No,? he said they told him. ?They were there from the very beginning.?

Car Donation in Washington, D.C. | Cars for Prostate Cancer

Tomorrow, March 30 is a day to remember. ?It is variously referred to as ?Welcome Home Vietnam Veteran Day?, ?Vietnam Veteran Remembrance Day? and ?Vietnam Veteran Appreciation Day?. ?It?s all good and the point is a valuable one.

Washington Car Donation

Take a moment, if you know a veteran of the Vietnam War, and tell them ?Welcome Home? and/or ?Thank You?.

On a related topic, it is important to realize that every veteran of that era is at least 60 years old. ?Therefore, a reminder to get an annual PSA test and a DRE would be a favor.

That?s what PCAP does. ?Whether it be the awareness-raising riders of the Prostate Cancer Pony Express?or you having that simple conversation with a warrior, knowledge is power when it comes to fighting cancer.

Your vehicle donation, whether it be a decommissioned police car (read the wording on the above V.A. vehicle carefully) or a family member?s soon-to-be-replaced personal car, provides us with the tools we need. ?These tools will soon include the Prostate Tracker, which we plan to have online on June 17th, Father?s Day. ?Go there now to put yourself on the notification list.

We also plan to offer free PSA testing for those with financial challenges that would otherwise put them at risk of missing an early diagnosis. ?All made possible because you have a heart to help.

Isn?t it beautifully ironic that a tax-deductible car donation in Washington, D.C. will reduce the amount of taxes you?ll have to pay to Washington, D.C.?

Internet Marketing Reports Can Help You Make Money Online

You are at : Home | Business

???

By : Calvin E ?? zero times read
Submitted 2012-03-24 18:58:56 Internet marketing reports come in many forms. They may be infrequent newsletters, monthly online updates, newspapers, or extensive documents. If you are in the business of making money online, you have likely seen these reports many times. Hopefully, you have been able to make use of the information contained in these reports to increase your online profits. You can take things to the next level by creating your own reports. This helps to build your credibility and earn you status as an expert, which in turn will increase your customer base and increase your income.

The word "report" usually signifies a kind of authority or objective information to most readers. This is a way that it differs from an eBook, which can be subjective with not as much point-by-point information. A report is also shorter, which is often seen as an advantage in the eyes of the reader, as well as in your eyes when you'll put in the effort to create it. EBooks are typically viewed as more than 40 pages long. Finally, reports tend to be offered for free, while eBooks often come with a price.

So, how do you come up with an Internet marketing report? There are several pathways that can lead you to your first report. The important thing to consider is that this report should be free, and it should eventually introduce readers to your next product that they will pay for. So, your report could be the first chapter in your eBook. Or it could be a summary of a point that will be covered in your eBook. Or it could be a very different kind of take on an aspect of Internet marketing. For example, the report could focus on the mental attitude you need to become a successful Internet marketer, while your next product would focus on the actual tasks that you need to perform in order to be successful.

You can give away your report in exchange for the contact details of the reader. So you ask them to fill out their name and e-mail and after they have submitted this information, they can have the report. In this case, you have them on your list and keep in touch with them to promote your next product or any other related products.

Similar to this, you can give your report away as a bonus. If readers buy something else that you offer, they then receive the report free of charge.

The structure of your report should consist of a cover page, a "Welcome" or "Thank You" page, a Table of Contents, the various topics or chapters, and then a conclusion and another thank you. Make sure that you also have all your contact information and pictures to break it up a little. You will want to save the report as a PDF file.

These are just some of the many ways in which an internet marketing report can be used. These reports should be included in the toolbox you use for making money online.

Treatment of ischemic heart failure with bone marrow cells does not show improvement for certain heart function measures

ScienceDaily (Mar. 24, 2012) ? Use of a patient's bone marrow cells for treating chronic ischemic heart failure did not result in improvement on most measures of heart function, according to a study appearing in JAMA. The study is being published early online to coincide with its presentation at the American College of Cardiology's annual scientific sessions.

Cell therapy has emerged as an innovative approach for treating patients with advanced ischemic heart disease, including those with heart failure. "In patients with ischemic heart disease and heart failure, treatment with autologous [derived from the same individual] bone marrow mononuclear cells (BMCs) has demonstrated safety and has suggested efficacy. None of the clinical trials performed to date, however, have been powered to evaluate specific efficacy measures," according to background information in the article.

Emerson C. Perin, M.D., Ph.D., of the Texas Heart Institute and St. Luke's Episcopal Hospital, Houston and colleagues conducted a study to examine the effect of transendocardial administration (use of a special catheter and injection procedure to deliver stem cells to the heart muscle) of BMCs to patients with chronic ischemic heart disease and left ventricular (LV) dysfunction with heart failure and/or angina. The patients in the phase 2 randomized trial were receiving maximal medical therapy at 5 National Heart, Lung, and Blood Institute-sponsored Cardiovascular Cell Therapy Research Network (CCTRN) sites between April 2009 and April 2011. Patients were randomized to receive transendocardial injection of BMCs or placebo. The primary outcomes measured for the study, assessed at 6 months, were changes in left ventricular end-systolic volume (LVESV) assessed by echocardiography, maximal oxygen consumption, and reversibility of perfusion (blood flow) defect on single-photon emission tomography (SPECT). Of 153 patients who provided consent, a total of 92 (82 men; average age: 63 years) were randomized (n = 61 in BMC group and n = 31 in placebo group).

Analysis of data indicated no statistically significant differences between the groups for the primary end points of changes in LVESV index, maximal oxygen consumption, and reversible defect. There were also no differences in any of the secondary outcomes, including percent myocardial defect, total defect size, fixed defect size, regional wall motion (the movement of the wall of the heart during contraction), and clinical improvement.

In an exploratory analysis, the researchers did find that when LVEF was assessed, patients age 62 years or younger showed a statistically significant effect of therapy. Patients in the BMC group demonstrated an average increase in LVEF of 3.1 percent from baseline to 6 months, whereas patients in the placebo group showed a decrease of -1.6 percent.

"In the largest study to date of autologous BMC therapy in patients with chronic ischemic heart disease and LV dysfunction, we found no effect of therapy on prespecified end points. Further exploratory analysis showed a significant improvement in LVEF associated with treatment. Our findings provide evidence for further studies to determine the relationship between the composition and function of bone marrow product and clinical end points. Understanding these relationships will improve the design and interpretation of future studies of cardiac cell therapy," the authors write.

When a Child With Autism Wanders, It's Crucial to ... - Health News

By Lisa Esposito
HealthDay Reporter

FRIDAY, March 23 (HealthDay News) ? The Oertel family lives in a red-brick, two-story house tucked in a tree-lined, suburban Maryland cul-de-sac. There?s no fence, just a small alarm company sign on the lawn that gives no clue to the system?s real purpose.

The array of bolts high on the front door, the upgraded locks on the patio and garage doors and the ?burglar? alarm are meant less to keep out intruders than to prevent 15-year-old Luke Oertel from silently leaving.

Luke has a moderate form of autism, a developmental disorder that affects a child?s social interactions, language and behavior. He is among those with autism who wander without a typical child?s sense of fear or danger.

In June, Luke outsmarted a system of combination locks and wandered five miles away, through the early-morning rush hour, taking a pedestrian underpass beneath a heavily traveled road off the Capital Beltway.

Two hours later the police brought him home, still in his green pajamas, handcuffed.

It was ?sheer terror,? said Luke?s mother, Gwynne, of the moment when she and her husband realized Luke was missing. To protect their privacy, the family asked that their real names not be used.

Last year, ?autism wandering? became an official diagnosis in the United States with its own medical code. Some of those afflicted enter strangers? houses. Others end up in traffic or on train tracks. Many find their way to nearby pools or ponds.

An aura of constant vigilance exists between Gwynne and Tess Oertel, Luke?s older sister. ?Are you with him?? Gwynne calls. ?Is he up there?? When he?s not in the same room, his mother scans doorways and listens for a wrong sound. It?s unconscious by now.

In the kitchen, a heavy, padlocked chain around the refrigerator keeps Luke from tearing into the food. The pantry is also secured.

Today, Luke, a well-built teen with dark red hair and a couple of pimples, is wearing a Washington Capitals hockey T-shirt and thick brown pants. Hidden beneath his sock is an ankle bracelet. It?s bulky in the middle where the battery sits, and it?s water-resistant. He can?t get it off, his mother said, and now he?s used to it. There are no scissors in the house. The bracelet allows radio tracking of Luke?s whereabouts, within a range of one to two miles.

About one in 110 children is estimated to have an autism disorder. Some are hypersensitive to sounds, smells and touch, and an ?itchy? shirt or a vacuum?s drone can be highly disturbing.

It is thought children have individual ?triggers? that lead them to wander ? either to get away from something that bothers them or to seek out their particular fascination, such as water. As a result, drowning and exposure to the elements are top causes of death for those with an autism spectrum disorder.

From the Kennedy Krieger Institute in Baltimore, Dr. Paul Law led a study that provided the first national figures on wandering. The survey, conducted by the Interactive Autism Network, comprised more than 800 parents of children with autism.

Nearly half of these children between the ages of 4 and 10 had wandered at least once. However, because this was a self-selected group of parents ? not a random sample ? the results might not reflect the experience of all families.

Law said that no matter how vigilant a parent is, some children bolt.

When Samantha Gardner?s 5-year-old son wandered off to a Brighton, Mich., ice cream store last summer, she was hyperventilating in the recorded 911 call.

Minutes earlier, a store employee had also called 911, reporting a ?child that just popped out of nowhere; he seems to be potentially autistic and was running into the road.? The staff kept him safe until Gardner arrived.

?With my son, ?asks permission? doesn?t exist,? Gardner said. ?He doesn?t talk. He can?t ask to go to Dairy Queen.?

When a child wanders, it can take just a few minutes for the worst to happen.

Beth Martin of Lawton, Okla., sometimes used a tether to keep her daughter Savannah, who had autism, safe outdoors. But her constant vigilance wasn?t enough, and Savannah, 7, drowned in February 2011.

Savannah had a history of wandering. ?I tried hard to do all the precautions I could,? her mother said. ?I knew she was a child who could go. I was trying to stay one step ahead.?

On that day, in a matter of moments, Savannah had slipped away to a nearby pond and although her older brother and a neighbor tried to save her, it was too late.

Months later, Martin recalled that painful time. ?My husband was deployed and I was uncomfortable with the ponds near our house,? she said. ?I was looking for a safer place to live.?

The day before the accident, Martin had the door alarmed because Savannah was getting up at night. ?But I was comfortable during the day that she knew not to cross boundaries. It was simple as that. Kids with autism have routines. I was making noodles and she always waited for noodles. I went to the bathroom and when I got out, she was gone.?

Martin said she shared her story to help other parents.

For the Oertels, a factor in their decision to move to Montgomery County, Md., is that it?s part of Project Lifesaver. The program provides known wanderers with radio-tracking devices and coordinates with local emergency agencies. Officer Laurie Reyes heads the Montgomery County program, where officers respond to calls about missing children with autism about every other week.

Police quickly arrived at the Oertels? home, using police dogs to search the house. Gwynne requested a helicopter, which can detect signals for three to five miles, but the police said it was too early in the search to employ one.

Luke might not have been saved without the intervention of two Good Samaritans.

A woman in a car spotted Luke on the road in his pajamas, and followed him to a hotel parking lot. She enlisted the hotel security director?s help, and they trailed Luke to the Metro station, followed him by foot onto the platform and blocked him from entering a Washington, D.C.-bound train. He recited his phone number for the strangers, and they contacted his mom.

Police still had to get Luke safely into the car. Reyes recounted rescue steps: ?We?ll have to stop traffic. Mom has to grab his favorite food. We tell her, ?We may have to put him in handcuffs, for his safety.? Mom got it.?

Oertel said she was ?fine? with the handcuffs ? although she didn?t want to see them applied and asked the officers not to use a Taser on her son. By 8 a.m., he was home.

Despite the blistered feet from his escape, Luke has said he wants to do it again.

Moving onward

Autism advocacy groups want wandering incidents to trigger Amber Alerts, but because that system is meant only for abducted children, wanderers don?t qualify. A grassroots movement is afoot to implement ?Mason Alerts,? named in honor of Mason Allen Medlam, who drowned after wandering.

Luke attends a local high school, where he?s in a six-year program to learn functional life skills. He continues to plays hockey on a special team.

?My first concern is his safety, keeping him safe,? Gwynne said. ?That?s the number one priority. My second is his happiness. So, we?re trying to expose him to all different hobbies to see what he likes. If you don?t expose him to it, you?ll never know.?

The NFL handed down sweeping and unprecedented punishment Wednesday for bounties paid out on big hits, suspending New Orleans Saints coach Sean Payton without pay for next season and indefinitely banning the team's former defensive coordinator, Gregg Williams, who now works for the St. Louis Rams.

Payton is the first head coach suspended by the league for any reason. He is accused of trying to cover up a system of extra cash payouts that NFL Commissioner Roger Goodell called "particularly unusual and egregious" and "totally unacceptable."

"We are all accountable and responsible for player health and safety and the integrity of the game. We will not tolerate conduct or a culture that undermines those priorities," said Goodell, whose league faces more than 20 concussion-related lawsuits brought by hundreds of former players. "No one is above the game or the rules that govern it."

According to the league, Payton ignored instructions from the NFL and Saints ownership to make sure bounties weren't being paid. The league also chastised him for choosing to "falsely deny that the program existed," and for attempting to "encourage the false denials by instructing assistants to 'make sure our ducks are in a row.'"

Goodell also banned Saints general manager Mickey Loomis for the first eight regular-season games next season, and assistant coach Joe Vitt for the first six games.

In addition, Goodell fined the Saints $500,000 and took away their second-round draft picks this year and next.

After the NFL first made its investigation public on March 2, Williams admitted to ? and apologized for ? running the program while in charge of the Saints' defense from 2009-11. He was hired by the Rams in January.

Goodell will review Williams' status after the upcoming season and decide whether he can return to the league.

The Saints now must decide who will coach the team while Payton is barred, his suspension is effective April 1, and who will make roster moves while Loomis is out.

After the NFL made clear that punishments were looming, Payton and Loomis took the blame for violations that they acknowledged "happened under our watch" and said Saints owner Tom Benson "had nothing to do" with the bounty pool, which reached as much as $50,000 in 2009, the season the Saints won the Super Bowl.

Saints quarterback Drew Brees reacted quickly to the news on Twitter, writing: "I am speechless. Sean Payton is a great man, coach, and mentor ... I need to hear an explanation for this punishment."

The NFL said the scheme involved 22 to 27 defensive players; targeted opponents included quarterbacks Aaron Rodgers, Cam Newton, Brett Favre and Kurt Warner. "Knockouts" were worth $1,500 and "cart-offs" $1,000, with payments doubled or tripled for the playoffs.

According to the league, Saints defensive captain Jonathan Vilma offered $10,000 to any player who knocked then-Vikings QB Favre out of the 2010 NFC championship game.

All payouts for specific performances in a game, including interceptions or causing fumbles, are against NFL rules. The NFL warns teams against such practices before each season, although in the aftermath of the revelations about the Saints, current and former players from various teams talked about that sort of thing happening frequently ? although not on the same scale as the NFL found in New Orleans.

In a memo sent out to the NFL's 32 teams, Goodell ordered owners to make sure their clubs are not offering bounties now. Each club's principal owner and head coach must certify in writing by March 30 that no pay-for-performance system exists.

Punishment for any Saints players involved will be determined later, because the league is still reviewing the case with the NFL Players Association.

"While I will not address player conduct at this time, I am profoundly troubled by the fact that players ? including leaders among the defensive players ? embraced this program so enthusiastically and participated with what appears to have been a deliberate lack of concern for the well-being of their fellow players," Goodell said.

The discipline for the Saints' involvement in the bounty scheme is more far-reaching than what Goodell did in 2007, when the NFL came down on the New England Patriots for illegally videotaping an opponent. Goodell fined the Patriots $250,000, stripped a first-round draft pick, and docked their coach, Bill Belichick, $500,000 for what was known as "Spygate."

As recently as this year, Payton said he was entirely unaware of the bounties ? "a claim contradicted by others," the league said. And according to the investigation, Payton received an email before the Saints' first game in 2011 that read, "PS Greg Williams put me down for $5000 on Rogers (sic)." When Payton was shown that email by NFL investigators, he acknowledged it referred to a bounty on Rodgers, whose Packers beat the Saints in Week 1.

The league said that in addition to contributing money to the bounty fund, Williams oversaw record-keeping, determined payout amounts and who got cash, and handed out envelopes with money to players. The NFL said Williams acknowledged he intentionally misled NFL investigators when first questioned in 2010, and didn't try to stop the bounties.

Vitt was aware of the bounties and, according to the league, later admitted he had "fabricated the truth" when interviewed in 2010.

Loomis knew of the bounty allegations at least by February 2010, when he was told by the league to end the practice. But the NFL said he later admitted he didn't do enough to determine if there were bounties or to try to stop them.

Chinese spies target Taiwan's US-made defenses

TAIPEI, Taiwan (AP) ? When Taiwanese security personnel detained a suspected spy for China at a top secret military base last month, they may have had a sense of deja vu.

Air force Capt. Chiang ? he was identified only by his surname ? was the fourth Taiwanese in only 14 months known to have been picked up on charges of spying for China, from which the island split amid civil war 63 years ago. While Taiwan's Defense Ministry did not disclose details of his alleged offense, his base in the northern part of the island hosts the air force's highly classified radar system and U.S.-made Patriot surface-to-air missiles, both vital to the island's aerial defense.

Chiang's arrest followed that of Maj. Gen. Lo Hsieh-che, who had access to crucial information on Taiwan's U.S.-designed command and control system, and civilian Lai Kun-chieh, who the Defense Ministry says tried without success to inveigle Patriot-related secrets from an unnamed military officer. A fourth alleged spy was detained on non-defense-related charges.

The cases show that China is seeking information about two systems that are integral to Taiwan's defenses and built with sensitive U.S. technology. A major breach could make Taiwan more vulnerable to Chinese attack.

Though relations between the two have warmed in recent years, Beijing has never recanted a vow to retake the island, by force if necessary.

Information about the U.S.-supplied defense systems could also help the People's Liberation Army understand other U.S. defenses. Taiwanese officials, however, say their systems are secure, and U.S. experts say American secrets will remain protected in any case.

The possibility that Taiwan might give up military secrets is certainly a worry for the U.S., its most important foreign partner.

Despite shifting recognition from Taipei to Beijing in 1979, Washington continues to sell the island sophisticated military equipment, and sees it as an element in a string of Asian defense relationships that stretches from South Korea to Australia. Any confirmed leak of U.S. defense secrets from Taiwan to China could undermine U.S. willingness to continue providing military equipment and technology to the island.

"We are concerned whenever this type of incident occurs," a U.S. defense official said in an email response to an Associated Press request for comment on the recent espionage incidents. "However, Taiwan has taken aggressive steps in the last year to protect itself from intelligence threats." The official spoke on condition of anonymity because of the sensitivity of the issue.

China and Taiwan have been spying on each other for decades, and U.S. intelligence agencies have also been active on both sides of the Taiwan Strait, including sharing sensitive mainland-related data with Taiwan. But the recent arrests represent a big upsurge in both the seriousness and quantity of Taiwan spy cases compared with previous years.

At the heart of the China's Taiwan espionage efforts are two systems with substantial U.S. technology ? the Lockheed Martin Corp. and Raytheon Co.-built Patriot missile defense system and the Lockheed-designed Po Sheng command and control system.

The Patriot uses sophisticated radar to track incoming aerial threats, then launches high-performance missiles to bring them down. The Po Sheng network ? the Chinese name means Broad Victory ? allows Taiwan's army, air force and navy to exchange battlefield information in real time. That is a big advantage in coordinating responses to the attack China has promised if Taiwan ever moves to make its de facto independence permanent.

Defense expert Arthur Ding of Taiwan's Institute for International Relations said successful penetration of the Patriot system could wreak havoc with Taiwan's air defenses, a key component in turning back any future Chinese attack.

"China wants radar data so they can develop countermeasures," he said. "If you have this data you can jam the system or redirect its missiles."

Former Taiwan Deputy Defense Minister Lin Chong-pin said it is not surprising that China was targeting the Patriot and Po Sheng systems.

"These are several of our key capabilities which have been helped by the U.S.," he said. "They are the main obstacles to seizing Taiwan by force."

Deputy Defense Minister Andrew Yang agreed, calling Patriot and Po Sheng "a critical Taiwanese asset." But he told The AP, "The systems have not been compromised."

Beijing's biggest Po Sheng catch to date was almost certainly Maj. Gen. Lo, described by local media at the time of his arrest 14 months ago as the most effective Chinese spy on Taiwan since the 1960s, when a deputy defense minister was picked up in a sweep of communist agents.

Lo headed the army command's communications and information office, and according to Taiwan's defense ministry, he was recruited by the Chinese as a spy in 2004 when he was a military attache based overseas.

Taiwanese news reports say that Lo was arrested on the heels of U.S. surveillance, which determined that he had been recruited by a sultry female spy while serving in Bangkok. The reports said Lo had been blackmailed into providing Beijing with secrets involving electronic warfare and overall strategic planning.

The Defense Ministry says Lo's exposure to Po Sheng was limited. Last July he was sentenced to life in prison after being convicted on espionage charges.

Like Lo, Capt. Chiang had access to sensitive military secrets. Taiwanese news reports said he passed information about an early warning radar system through a Taiwanese businessman working in China.

Citing unidentified military sources, Taiwan's Apple Daily newspaper described the system as a joint Taiwan-U.S. air defense called "yellow net" that can track Chinese missiles launched at the island.

The defense ministry has acknowledged that Chiang had worked at a ground command center in northern Taiwan, without elaborating on what he did there.

The Apple Daily said officials concluded that a major motive for his alleged spying had been a desire to get money to impress his girlfriend with frequent visits to expensive nightclubs.

Two former U.S. government officials familiar with American defense sales to Taiwan said that despite some Taiwanese media reports, China's recent espionage activity on the island does not threaten the integrity of U.S. defense technology. They said Washington withholds sensitive information like sofnd equips highly classified electronic components with anti-tamper devices.

Still, more than just U.S. technology is at stake when Chinese spies target Taiwanese defense networks, one of the former officials said.

"How Po Sheng is used, the network layouts, what systems are integrated into the network and what are not, all this would be very useful for the Chinese to know," he said.

This kind of knowledge ? which would not necessarily compromise U.S. technology ? could help the Chinese pinpoint weaknesses in the island's overall defense alignment.

While insisting that China's espionage efforts had not undermined Taiwan's ability to defend itself, Yang, the deputy defense minister, said they showed that China has never let up on trying to steal Taiwan's most vital military secrets, despite Taiwan President Ma Ying-jeou's recent moves to try to lower tensions across the Taiwan Strait amid rapidly improving commercial and political relations.

"Nothing has really changed," Yang said. "Beijing has continued its espionage activities despite the improvement in ties."

Villagers: Afghan slayings were act of retaliation

John Henry Browne, the lawyer for Army Staff Sgt. Robert Bales, questioned the military's case against his client. Bales is accused of killing 16 Afghan civilians, many of them children. NBC's John Yang reports.

By The Associated Press

KANDAHAR, Afghanistan -- Residents of an Afghan village near where an American soldier is alleged to have killed 16 civilians are convinced that the slayings were in retaliation for a roadside bomb attack on U.S. forces in the same area a few days earlier.

In accounts to The Associated Press and to Afghan government officials, the residents allege that U.S. troops lined up men from the village of Mokhoyan against a wall after the bombing on either March 7 or 8, and told them they would pay a price for the attack.

The lawyer for Army Staff Sgt. Robert Bales, who is accused in the March 11 killings of the 16 civilians, has said that his client was upset because a buddy had lost a leg in an explosion on March 9.

It's unclear if the bombing cited by attorney John Henry Browne was the same as the one described by the villagers that prompted the alleged threats. After a meeting at a military prison in Fort Leavenworth, Kansas, Browne said Bales told him a roadside bomb blew off the leg of one of his friends two days before the shootings occurred.

Inquiry targets 'command climate' in Afghan killingsA spokesman for the U.S. military declined to give any information on the bombing or even confirm that it occurred, citing the investigation of the shootings. He also declined to comment on the allegation that U.S. troops threatened retaliation.

"The shooting incident as well as any possibilities that led up to it or might be associated with it will be investigated," Lt. Col. Jimmie Cummings, a spokesman for U.S. forces in Afghanistan, said Tuesday.

Bales, 38, is suspected of leaving a U.S. base in Panjwai district of Kandahar province, entering homes and gunning down nine children, four men and three women before dawn on March 11 in the villages of Balandi and Alkozai. Mokhoyan is about 500 yards (meters) east of the base.

The shootings have further strained ties between the U.S. government and President Hamid Karzai who has accused the U.S. military of not cooperating with a delegation he appointed to investigate the killings.

Karzai's investigative team is not convinced that one soldier could have single-handedly left his base, walked to the two villages, and carried out the killings and set fire to some of the victims' bodies. The U.S. military has said that even though its investigation is continuing, everything currently points to one shooter.

The U.S. military does not release information on incidents such as roadside bombings if no coalition troops are killed so it has been impossible to independently confirm the eyewitness accounts.

Ghulam Rasool, a tribal elder from Panjwai district, gave an account of the bombing at a March 16 meeting in Kabul with Karzai in the wake of the shootings.

"After the incident, they took the wreckage of their destroyed tank and their wounded people from the area," Rasool said. "After that, they came back to the village nearby the explosion site.

"The soldiers called all the people to come out of their houses and from the mosque," he said.

"The Americans told the villagers 'A bomb exploded on our vehicle. ... We will get revenge for this incident by killing at least 20 of your people,'" Rasool said. "These are the reasons why we say they took their revenge by killing women and children in the villages."

Naek Mohammad, who lives in Mokhoyan, told the AP that he was inside his home when he heard an explosion on March 8.

"At first I thought it was an airstrike," Mohammad said. "After some time I came out and talked with my neighbor. He told me that there was an explosion on NATO forces."

Mohammad said that as the two discussed the incident, two Afghan soldiers approached them and ordered them to join other men from the village who had been told to stand against a wall.

"One of the villagers asked what was happening," he said. "The Afghan army soldier told him 'Shut up and stand there.'"

Mohammad said a U.S. soldier, speaking through a translator, then said: "I know you are all involved and you support the insurgents. So now, you will pay for it ? you and your children will pay for this.'"

Mohammad's neighbor, Bakht Mohammad, and Ahmad Shah Khan, also of Mokhoyan, gave similar accounts.

The U.S. soldiers arrived in the village with their Afghan army counterparts and made many of the male villagers stand against a wall, Khan said.

"It looked like they were going to shoot us, and I was very afraid," said Khan. "Then a NATO soldier said through his translator that even our children will pay for this. Now they have done it and taken their revenge."

Several Afghan officials, including Kandahar lawmaker Abdul Rahim Ayubi, said people in the two villages that were attacked told them the same story.

Mohammad Sarwar Usmani, one of several lawmakers who went to the area to investigate the shootings, said that after hearing accounts by villagers, he believed their assertions that the slayings were carried out by more than one gunman and that they were in retaliation for the bombing.

Usmani also said that the Afghan National Army had confirmed to him that an explosion occurred near Mokhoyan on March 8.

Abdul Salam, an Afghan soldier, showed an AP reporter in Panjwai district on March 13 the site of the blast, which made a large crater in the road. The soldier said the explosion occurred three days before the shootings. Salam said he helped gather the men in the village, but that he was not close enough to hear what the troops said to them.

The identity of the soldier who allegedly threatened the villagers is not known.

A Basic Guide To Equestrian Equipment

Equestrian equipment refers to gear and other items used during horse riding. These items are used for a number of reasons. There are those that are used for safety of the rider, others for the safety of the horse and other for the health and comfort of both horse and rider. Whichever the case, these kinds of equipment are very important for a healthy and comfortable ride with the horse. There are many stores that stock up horse riding equipment. These stores are available both online and in your area and depending on which method is easier for you, you can have access through both ways.

Horses perform best when they are comfortable and well taken care of. This is why it is vital to get all the gear that the horses need. Saddlers for instance are very important for the wellbeing of the horse and the rider. The saddle protects the rider from the hard bump that occurs when the horse is galloping along the track especially at high speed and the horse is also protected from the direct impact as the rider is forced to move up and down due to the horse's motion.

The saddle acts as a cushion to prevent pain.

Another piece of equestrian equipment is horse rugs. These are special pieces of cloth that are thrown over the back of the horse. They protect the horse from harsh weather conditions such as extreme cold temperatures and rainfall the horse is safer in the stables when they have their rug on. The rug also protects the horse during racing when they have to take a breather. The horse rider also needs equipment to help him or her stay safe when they are on horseback. Thick soled boots are essential on order to maintain a firm grip onto the stirrups. Holding tightly onto the stirrups prevents the rider from losing grip on the reins and falling off.

Horses need to be groomed for them to function optimally.

This necessitates the use of very important equestrian equipment called the hoof pick. This is a grooming piece of equipment that is used to keep the hooves of the horses clean and dirt free. Hooves get uncomfortable when left to get dirty and unkempt. The hoof pick comes in very handy for any horse owner. A hoof stand from your supplier will also help you during the trimming and grooming of the horses hooves. The weight of the horse's leg is placed on the stand making it easier for you to do a better job as you concentrate your energy on trimming and cleaning instead of holding up.

Olympics to strain UK Internet infrastructure

(AP) ? As Usain Bolt races down the Olympic track, will London's Internet infrastructure be able to keep up?

Let's hope so.

Experts say the network should be able to cope ? but they warned of sluggishness during peak times and said an unexpected surge could easily push the system over the edge.

British Olympic Association chief executive Andy Hunt has predicted that the 2012 Olympics will be the "Twitter Games," and those responsible for London's network of fiber optic cables, phone masts and Wi-Fi hotspots are bracing for a data deluge as the events get under way.

"There is the potential for a massive hit on the infrastructure," James Blessing of Britain's Internet Service Providers Association said.

Mobile company Vodafone said it also expected a data tsunami, saying "this summer it's going to be the equivalent of England playing in the World Cup final on Christmas Day, every day for the 17 days of the games."

Network engineers face a one-two punch: One is the influx of smartphone-wielding spectators, many eagerly updating their Facebook status from the Olympic Stadium or keeping up with the medal tally on Twitter. The second is unprecedented flow of video being streamed live to the Internet by Britain's national broadcaster, the BBC.

The combination has the potential to snarl Internet traffic. Olympic planners have already told London businesses to prepare for sluggish service during the games or even interruptions "in very severe cases." Data rationing remains an option, even if those involved played down the possibility.

Nationally, one of the biggest contributors to the Internet surge is expected to be the BBC, which plans to provide live coverage from up to 24 locations besides its three main channels of edited content. The broadcaster predicts that the footage, streamed to computers across Britain, will help generate a terabit (1 trillion bits) per second of traffic at peak times ? the equivalent of 1,500 people downloading a feature-length DVD-quality movie every minute.

"It's between five and 10 times their normal output," Blessing said.

He said the unprecedented level of coverage was great news for workers caught behind a desk during the 100-meter dash. But it could be a major headache for an IT staff trying to manage the ADSL2+ connections used by many small businesses in London.

"The problem," Blessing warned, was the potential for "20 people to have 20 live streams on their computers. Twenty live streams at a 1 meg(abits per second) each ? that's your entire broadband capacity wiped out."

At the Olympic Park and other venues, the issue is one of concentration. Tens of thousands of athletes, organizers, media and police will be clamoring to make calls, share scores, file photographs and send footage in real time. The BT Group PLC estimates it will see the some 60 gigabits fired across the Olympic network every second, much of that bouncing back and forth between 94 different venues.

To that end, the company has deployed hundreds of staffers and laid thousands of kilometers (miles) of fiber optic cable ? in many cases "doubling up" so if one cable breaks, the other picks up the load. A purpose-built top-of-the-line Wi-Fi network ? supported by 1,800 access points ? will keep Olympic staff connected on the go.

Howard Dickel, who is in charge of BT's Olympic delivery program, said as many as 25 phone masts are being installed across the 500-acre park, part of what he described as mobile telephone companies' attempt to give the area "the maximum capacity that they can provide given the laws of physics."

Keeping Olympic Park spectators communicating might be tougher task. Organizers expect that at peak times around 250,000 visitors, many toting data-hungry smartphones, will be in and around the venue, which is two-thirds the size of Manhattan's Central Park. They won't have access to the Olympic Wi-Fi network, so squeezing out a celebratory tweet or an Instagram photo might prove a challenge, particularly at the 80,000-seat Olympic Stadium.

Both Dickel and Blessing said outside the park much would depend on how well the British squad performed. If there were no surprises, the system would most likely handle the ebb and flow of extra data with little problem. But if a British athlete went for gold in an obscure sport, or if a pole vaulter failed spectacularly, or if some other world event intervened ? a terror attack, an earthquake, an Icelandic volcano ? then there might be an overload.

Internet service providers have spent the past year and a half bracing themselves. Dickel said BT had brought forward its planned 2.5 billion pound ($4 billion) investment upgrade program.

The chief operating officer of cell phone service provider O2 said his company had devoted 50 million pounds ($79 million) for Olympic-related projects. The Vodafone Group PLC, one of the world's largest mobile phone providers, said it was boosting coverage in public spaces ? such as London's central Hyde Park ? that are expected to see big crowds.

So far officials said they haven't felt the need to impose limits on how much data Londoners can use.

"Hopefully, no one will notice a thing," Blessing said. "We win if no one notices anything."
