MUMBAI, India?? Starbucks aims to open 50 outlets in India by year's end, through a 50-50 joint venture with Tata Global Beverages, the companies said Monday.
Tata Starbucks Ltd., as their venture is known, hopes to capitalize on the rising aspirations ? and fattening wallets ? of many Indians, who are eager to partake of the global latte life.
"What we are seeing is an evolution in lifestyles," said R.K. Krishnakumar, vice chairman of Tata Global Beverages. "In some ways the distinctions between the developed world and the developing world are blurring."
He said the partners would initially invest 4 billion rupees ($80 million), with the first outlet to open in Mumbai or New Delhi by September.
Long known as a nation of tea drinkers ? despite a rich tradition of coffee in the south ? India has embraced coffee house culture with a vengeance.
Last year, India had 1,600 cafes, up from just 700 in 2007, according to Technopak Advisors, which expects India's $170 million cafe market to grow 30 percent a year, adding up to 2,700 more outlets over the next five years.
"We're going to move as fast as possible in opening as many stores as we can so long as we are successful and so long as we are embraced by the Indian consumers," said John Culver, president of Starbucks China and Asia Pacific.
Unusually, the stores will be cobranded "Starbucks Coffee: A Tata Alliance."
The companies will also develop a tea for the Indian market under the Tata Tazo brand.
Last January, Starbucks signed an agreement with Tata Coffee, a unit of Tata Global Beverages, to source and roast coffee beans in India.
The alliance with Tata could help ease one of the main burdens for retailers in India: the high cost of real estate.
Krishnakumar said the joint venture would open outlets at properties owned by group companies, for example at the Taj chain of luxury hotels.
Culver said the company would also look at opening outlets in shopping malls, office parks, universities, airports and train stations.
The alliance will also help Tata Global Beverages expand its international footprint. All coffee beans for the cafes in India will be sourced from Tata Coffee, which also hopes to ramp up exports to regional Starbucks outlets, Krishnakumar said. He said other Tata Beverage brands, like Himalayan water, should also find their way into Starbucks outlets globally.
Culver said Starbucks did not consider trying to go it alone in India, despite the government's recent decision to allow foreign companies to operate single-brand retail outlets without a local partner. A storm of populist fury forced New Delhi to pull back a parallel proposal that would have allowed multi-brand retailers, like Wal-Mart, to open retail outlets with local partners.
"We never considered 51 percent," Culver said. "When we looked at the opportunity to enter India, understanding the complexities of the market and the uniqueness that is India, we wanted to find a local business partner."
Starbucks currently operates over 17,000 stores in 57 countries.
Its India venture will face competition from existing players like Cafe Coffee Day, which dominates the market.
Technopak founder Arvind Singhal said India's flourishing cafe culture has less to do with coffee than a social need for clean, safe gathering places for young and old alike, who often live in cramped quarters.
"India doesn't have too many places for people of any age to just go out," he said. "It's not about a coffee culture. It's a gathering place where people can sit and meet."
He added that Starbucks' entry, however much delayed, is likely to fan competition and speed the proliferation of coffee shops. It could also help boost flagging investor confidence in India. "It's almost like an endorsement that India's still a good story," he said.

LIVERPOOL, England - There was no crowing from Landon Donovan after he led his Everton side to victory over Clint Dempsey's Fulham in England's FA Cup.
After all, the U.S. teammates will be on the same side again soon enough.
Donovan set up both Everton goals in Friday night's 2-1 win but says Dempsey is still the American success story in this season's Premier League.
The former New England Revolution forward has scored 15 goals for Fulham since August and Donovan says "in my opinion, he's been one of the players of the season in the Premier League."
United States international Tim Howard was in goal for Everton and Donovan says the match was "a little bit of an American invasion."

When you purchase a car insurance policy, you are given the option of paying one lump sum payment for your insurance coverage or paying monthly payments. Many people decide that they will pay their auto insurance premiums in monthly installments. However, this can be a costly mistake to make each month.
?
On average, people could save around $23.50 per month or $141 for a six month policy. If you add it up then you would save more than $280 a year just by paying for your auto insurance up front. Many people have coverage for 50 years so that could save thousands of dollars.
?
Many people will say that they cannot afford to pay their insurance premiums up front. Times are tough and many families are struggling. They do not see the added benefit to not paying in monthly installments. One great advantage is that you never have to worry about your auto insurance coverage lapsing or being canceled. If you pay up front then you can make sure that your premiums are never late. This is a great safety net for families. If you suddenly become unemployed, at least you know your auto insurance premiums are paid up to date.
?
Many auto insurance companies also charge convenience fees. For example, if you make your premium payments online or by phone, you will typically be charged several dollars. If you use these services every month then the charges really do add up.
?
It is a good idea for people to consider budgeting ahead for their insurance premiums. Every six months, a driver will have to have their auto insurance policy renewed. You can set aside money each month in a savings account so that once your policy comes up for renewal, you can pay for it in one payment.
?
?
It is important to remember that saving money needs to be a priority. Always shop around for your car insurance coverage. You do not want to have any regrets if you find an insurance policy with lower insurance premiums somewhere else.
?
If people can search hard for low car insurance rates then they will be more likely to be able to make a lump sum payment. People who are in financial dire straits should not have to pay more because they have limited financial means. Everyone should be able to save as much money as possible and make sure that they can pay their insurance premiums on time.

FRANKFURT, Germany (AP) ? Europe is getting tougher on government debt. After more than two years struggling to rescue financially shaky governments, leaders of the 17 countries that use the euro are ready to agree on a treaty that will force member countries to put deficit limits into their national laws.
At first glance, it seems logical ? after all, the crisis erupted after too many governments spent and borrowed too much for too long.
But a number of economists ? and some politicians ? say the focus on cutting deficits is misplaced and that more fundamental problems are being left unaddressed.
It's how the euro was set up in the first place, they say ? one currency, but multiple government budgets, economies moving at different speeds and no central treasury or borrowing authority to back them up.
Until those institutional flaws are tackled, the economists say, the euro will remain vulnerable. So far, Greece, Ireland and Portugal have turned to other eurozone governments and the International Monetary Fund for emergency funds to avoid defaulting on their debts.
Nonetheless, European leaders are pushing a new anti-debt treaty as the leading edge of their effort to reassure markets. European Union leaders hope to agree on the treaty's text at a meeting starting Monday, and sign it by March.
The proposed treaty pushes countries to limit "structural" deficits ? shortfalls not caused by ups and downs of the business cycle ? to a tight 0.5 percent of gross domestic product or face a fine. That comes on top of other recent EU legislation intended to tighten observance of the eurozone's limits: overall deficits of 3 percent of GDP and national debt of 60 percent of GDP.
European leaders are also urging countries to improve growth by reducing regulation and other barriers to business.
Yet economists like Jean Pisani-Ferry, director of the Bruegel think tank in Brussels, says it's striking that governments are focusing on budget rules, given Europe's earlier experience with them. An earlier set of rules were largely ignored at the behest of France and Germany in the first years after the euro's 1999 launch.
And some of the countries that now are in the deepest trouble ? such as Spain and bailed-out Ireland ? stayed well within the debt limit for years.
"This suggests that the simplistic view ? that a thorough enforcement of the rules would have prevented the crisis ? should be treated with caution," Pisani-Ferry wrote in a recent article for Bruegel.
Some European politicians are also voicing doubts about focusing primarily on deficits. They include new Italian Prime Minister Mario Monti, who has warned that growth is the real answer to shrinking debt in the long term. International Monetary Fund head Christine Lagarde has urged a broader approach. She calls for a willingness to share the burden of supporting banks and other financial risks so troubles in one country don't become a crisis for the entire currency bloc.
Here are four reasons for concern cited by economists ? but not yet on the summit agendas of the eurozone's leaders.
NO COMMON BORROWING: Without a central, pan-European treasury, there's no steady central source of support for eurozone countries that run into economic or financial trouble. Many economists say issuing jointly guaranteed "eurobonds" would make sure no one country would ever default and governments would always be able to borrow. Governments would give up some of their sovereignty, allowing review of their spending and borrowing plans, to get the money.
Pisani-Ferry argues that this would protect governments from the kind of self-fulfilling bond market panic fueled by fears of default, that pushed Greece, Ireland and Portugal over the edge.
Yet the idea of more collective responsibility remains unpopular in prosperous EU countries such as Germany, Finland and the Netherlands. They can borrow cheaply due to their strong finances and would likely pay more to borrow at the rate that includes the shaky ones.
Eurobonds would also likely require a time-consuming change to the European Union's basic treaty ? which currently bans members from assuming each other's debts. There would also have to be a mechanisms in place to stop countries with shoddy finances from borrowing too much.
Opponents say that's unrealistic. "If you have mutual debt responsibility, and freedom of each country to borrow, then each country can drive the eurozone into bankruptcy," said Kai Konrad, managing director of the Max Planck Institute for Tax Law and Public Finance in Munich.
BANK BAILOUTS: Europe currently has no safety mechanism that would stop a country from sinking under the weight of having to bail out banks based in that country.
At the moment, each country bears the brunt of rescuing its own banks. This can create serious problems in a crisis.
For example Ireland's loosely regulated banks borrowed heavily and loaned out money freely for speculative real estate projects. When the real estate market collapsed and the loans were not paid back, the Irish government had to step in to guarantee the bank's bonds ? and quickly went broke. Ireland had a very low debt level of only 25 percent of annual economic output in 2007. As bank losses moved to the government's balance sheet, by 2011 debt hit 106 percent of annual GDP. The country remains on EU-IMF life support.
Simon Tilford of the Centre for European Reform in London draws an analogy with U.S. insurer AIG, which was bailed out by the U.S. federal government in 2008. AIG was incorporated in the U.S. state of Delaware, yet Delaware did not go bankrupt handling the rescue. The central government stepped in.
TRADE IMBALANCES: Economists point out that gaps in how well countries compete and trade with one another have steadily widened since the euro was created.
Greece's current account deficit ? the broadest measure of trade ? is even worse than its budget deficit. It buys and borrows far more than it sells and earns abroad.
Normally trade imbalances are evened out by fluctuating exchange rates ? but that can't happen within the euro. Countries can improve their competitiveness by doing what Germany did in the 2000s ? cut labor costs to business by cutting general unemployment benefits. They can cut red tape and taxes. But that takes years.
Meanwhile, the region is also hampered by an inflexible pan-euro interest rate. Low interest rates ? set by the European Central Bank to see Germany and France through stagnation in the early 2000s ? were too low to control wage inflation and reckless borrowing in places like Greece and Ireland. Wage costs and debt levels rose. Competitiveness and exports declined, weakening the economy and undermining government finances.
CENTRAL BANK POWERS: Yet another structural issue is the limited power of the European Central Bank to support governments.
The bank resisted calls to buy larger amounts of government bonds. That resistance observes the spirit of the EU basic treaty, which forbids the central bank from financing governments.
But it's a constraint that central banks such as the U.S. Federal Reserve and the Bank of England don't have. They can buy up their country's debt, a move that can push down government borrowing costs and reassure markets the state will always pay its debts.
The ECB remains "a limited-purpose central bank," says Tilford.
He notes that Britain has more debt than Spain, 81 percent of GDP versus 67 percent, yet borrows at just over 2 percent annual interest for its 10-year bonds, while Spanish debt for the same period has a 5 percent-plus interest rate. One difference: markets know the Bank of England has the ability to support the government in a crisis by buying bonds and driving down interest rates.
Many of these issue were raised before the currency was launched in 1999, then got less attention.
Tilford says that "the tendency has been to say the currency union needs all these things but in practice it's not necessarily the case" so long as countries obey budget rules and manage their finances well.
"It's become harder to maintain that kind of argumentation now, given how bad things have got."

The latest of Newt Gingrich's former allies in the House to drop the hammer on him is former House Majority Leader Tom Delay. Delay, who was House Majority Whip during Gingrich's speakership, did not mince words, according to the Hill.
The main criticism Delay had of Gingrich was that he was "erratic" and was not a true conservative. He noted the attempted coup that attempted to remove Gingrich from the speakership in 1997 and the fact that he had to step down after disappointing mid-term election results in 1998.
Who is Tom Delay?
Delay was elected to the Texas House in 1978. He was elected to the United States House of Representatives in 1984 and represented the 22nd District of Texas until he was obliged to step down in 2006 because of a criminal indictment over ethics violations. Delay became a Deputy Minority Whip in 1998. He was elected Majority Whip in 1995, after the Republican takeover of the House, beating out Gingrich ally Bob Walker.
In 2002 Delay was elected House Majority Leader in 2002 and was known as an ally of President George W. Bush. Delay was called "the hammer" for his legislative style. Delay was forced to resign from Congress after an indictment on a variety of campaign finance charges. He was convicted in November, 2010, according to the New York Times, and was sentenced to three years in prison. The conviction is currently out on appeal.
What about the attempted coup?
According to CNN, fed up by what they viewed as Gingrich's erratic leadership style, a number of House leaders, including Delay, decided to present the speaker with an ultimatum. Gingrich should resign the speakership or be voted out by the Republican caucus. But then House Majority Leader Dick Armey, another representative from Texas, backed out for reasons that are still disputed.
Armey says he had a crisis of conscience. Other claim he was miffed that Rep. Bill Paxon and not he would replace Gingrich as speaker. In any case Armey chose to warn Gingrich about what was about to occur. After a period of acrimony, back stabbing, and finger pointing, Paxon, then leadership chairman, took the fall.
Armey, Delay, and then conference chairman Rep. John Boehner kept their offices. Gingrich attempted to exact revenge by trying to replace Delay as House Majority Whip with Rep, Denny Hastert. That effort failed as well.
What is Delay up to now?
Besides running a political consulting business and attempting to stay out of jail, Delay spent a season appearing on "Dancing with the Stars." The interview in which he attacked Gingrich is the first time in many months he has publicly offered an opinion on politics.

NEW YORK (AP) ? J.C. Penney Co. shares soared 15 percent Thursday after the department store chain delivered a 2012 profit outlook that's well above analysts' projections.
The company expects adjusted earnings per share to be at least $2.16 for the fiscal year, above analysts' $1.60 per share estimate, according to FactSet.
Penney's new CEO Ron Johnson, who was the mastermind behind the successful Apple Inc. stores, laid out an aggressive plan Wednesday to reinvent the business. That includes simplifying pricing, overhauling marketing campaigns and carving stores into 100 mini-shops.
Mike Kramer, chief operating officer, told investors on Thursday that it plans to spend $800 million this year to install the shops and improve technology, using cash from its operations.
The company is targeting $900 million in expense cuts to be completed over the first two years of its transformation, intending to lower the company's expenses below 30 percent of sales in two years. For the company's fiscal 2011 year, selling, general and administrative expenses accounted for 33 percent of annual sales. That's a higher percentage than rivals including Kohl's Corp. and Macy's Inc. Penney will cut costs from stores and advertising, and at operations at the company's home office, Kramer said. The company aims to reduce the layers of management there.
With its new pricing strategy, Penney will be getting rid of hundreds of sales it held last year and instead focusing on "every day" prices, with special monthly sales and clearance. That will reduce labor costs at the stores since associates won't have to use their time ticketing products and putting up big sales signs each night. It will also reduce advertising expenses.
Penney will launch the mini-shops beginning in August. Its new pricing strategy will start Feb. 1.
Johnson said Thursday that Penney will get its first "true read" of customers' reaction to the pricing strategy on Feb. 1. He said he doesn't know what the initial reaction will be, but he's confident that "it will get better and better."
Executives spelled out the Plano, Texas company's changes at a two-day investor meeting in New York.
Shares jumped $5.23 to $39.51 in midday trading Thursday. They had been up 2 percent in January.

Federal Trade Commissioner Julie Brill didn't spare Facebook in her speech opening?a forum on Data Privacy Day ? even though the event was live-streamed by the social network, in conjunction with the National Cyber Security Counsel.
"Reasonably safeguarding consumer information is critical to a trusted online marketplace," Brill said in her keynote,?elaborating how it's not enough for companies to have?privacy and security policies ? those polices have to be enforced. "Our enforcement actions in the privacy area are also a call to industry to put important privacy principles into practice. Facebook and Google learned this the hard way." (Read the full transcript of Brill's speech here.)
Coordinated by the non-profit NCSA, Data Privacy Day "is an annual international celebration designed to promote awareness about privacy and education about best privacy practice." Here in the United States, the day was observed via a Facebook Live, which streamed Brill's keynote speech, as well as two panel discussions featuring representatives from Facebook, Comcast, eBay, MasterCard WorldWide and government agency representatives.
Learning about privacy the "hard way" Brill referred to is, it seems, subjective. The Facebook case Brill was talking about was the recent settlement between the Federal Trade Commission and the social network, stemming from a massive privacy rollback Facebook forced on its users in 2009.
The FTC said Facebook "deceived consumers by telling them they could keep their information on Facebook private, and then repeatedly allowing it to be shared and made public."
As part of the settlement,?Facebook is now barred "from making any further deceptive privacy claims." It also requires "that the company get consumer's approval before it changes the way it shares their data, and requires that it obtain periodic assessments of its privacy practices by independent, third-party auditors for the next 20 years."
As we noted at the time, the settlement does not require that Facebook restore the privacy settings it rolled back in 2009, which led to the FTC investigation. Much user information is still widely available to the public ? as well as to Facebook's business partners ? by default. If you want more privacy, you need to "opt-out," otherwise your info is out there for anyone to see.
As for Google, Brill wasn't talking about the search giant's most recent privacy kerfuffle, but the Google Buzz incident of 2010. Google Buzz, you may or may not recall, was the pre-Google+ attempt to launch a social network. The weak privacy settings that left user information publicly available by default resulted in lawsuits and last year's settlement with the FTC.
Among other things, the FTC "charged that Google did not adequately disclose to users that the identity of individuals who users most frequently emailed could be made public by default," Brill said. "Like Facebook, Google settled our complaint. And like Facebook, Google is also required to implement a comprehensive privacy program and to obtain periodic assessments that will examine how well the privacy program is put into practice."
Google's Monday announcement about privacy changes could put it back in the FTC's hotseat, however ?the company plans a single privacy policy for many products to??"maintain, protect and improve" its more-than-70 services. That's good for Google, because it can build a more detailed user profile for targeting ads. That's not so good for users, because you can't opt out of any of Google's services. So if you're on Gmail, you're on Google Wallet, YouTube and Picasa and everything else, too.
Like Facebook, Google settled the FTC's complaint. And like Facebook, Google is also required to implement a comprehensive privacy program and to obtain periodic assessments that will examine how well the privacy program is put into practice. Google is collecting your information in one giant file, and there's no way to opt out.
As Ars Technica's Casey Johnston recently noted, "Facebook has been tiptoeing over that line for years, and occasionally returning to the other side, recanting. But Facebook is a service predicated on sharing information with others." All the information Facebook has, Facebook users gave willingly.
"Google, on the other hand, has made itself essential with free services like YouTube and Gmail," Johnston writes. "The cost of dropping off Facebook is increased difficulty in stalking your peers, plus nagging questions about why you don't have Facebook. The cost of dropping off Google is, often as not, moving your entire online system for managing communication and information in multiple media elsewhere."
Sounds like Google, at least, is in for the agreed-upon "periodic assessments that will examine how well the privacy program is put into practice." What better day to plan, than Data Privacy Day?
?More on the annoying way we live now:
?Helen A.S. Popkin goes blah blah blah about privacy and then asks her to join her on Twitter and/or Facebook. Also, Google+.?Because that's how she rolls.

NEW YORK ? Apparently enough water has flowed under the bridge for Barbara Walters and Star Jones to reunite for a day.
"The View" announced on Wednesday that Jones will appear on the daytime talk show on Feb. 22 to promote an awareness campaign about heart disease among women.
Walters and Jones had a falling out in 2006 when Jones, one of the five original co-hosts of the daytime chat show, exited "The View." ABC decided not to renew her contract and Jones took Walters by surprise by announcing on June 27 that she would be leaving the show.
That exit came more quickly than expected. Walters wouldn't allow her back the next day.
Walters later said that Jones had compelled her co-hosts to lie for her by not revealing that Jones had undergone gastric bypass surgery while on "The View." Jones took her own shots, criticizing Walters for writing an autobiography that revealed details of an affair.
The women later had something serious in common. Both underwent open heart surgery to repair faulty heart valves within two months of each other in 2010.
Jones is coming back to the show to discuss her involvement in the American Heart Association's "Go Red for Women" public information campaign. Women are asked to wear red on Feb. 3 to support heart patients.

LONDON - Clint Dempsey became the first American to score a hat trick in England's Premier League, helping Fulham rally from a halftime deficit to rout Newcastle 5-2 Saturday.
Dempsey put Fulham ahead 2-1 in the 59th minute with his 50th goal for Fulham, got his second in the 65th and completed the scoring on a breakaway from Bobby Zamora's pass in the 89th.
Dempsey, a 28-year-old from Nacogdoches, Texas, has a career-best 15 goals this season, including nine in the Premier League. He had scored his first hat trick in England on Jan. 7 against Charlton in the third round of the FA Cup.

Late last night there was an unsubstantiated rumor going around Twitter that Prince Fielder had agreed to a deal with the Nationals, but both Tom Haudricourt of the Milwaukee Journal Sentinel and Jim Bowden of ESPN.com have shot that down.
According to Bowden the two sides ?continue to work on a deal? but there?s no agreement. And according to Haudricourt ?there is no deal in place.?
Washington remains the most obvious destination for Fielder and certainly the clock is ticking on him choosing a long-term home, but it looks like last night?s rumors weren?t based in fact.

The battle over which data cable standard will dominate in the years ahead is beginning to heat up. With USB 3.0 beginning to take off, the fate of Intel?s high-speed Thunderbolt port has been under scrutiny as of late. Everything runs on USB and though Apple has been a huge proponent of the new Thunderbolt port, including it as one of the only ports on its entire line of MacBook computers, support from the world?s most popular tech manufacturer doesn?t necessarily guarantee success. Some years back, Apple famously backed a USB 2.0 competitor called FireWire, but was forced to eventually give in after the entire PC world embraced USB 2.0.
This time, Apple may not have to go it alone.?Acer, Asus, and Lenovo will offer Ultrabook laptops with Thunderbolt ports, reports DigiTimes. The Ultrabooks will coincide with the launch of Intel?s new Ivy Bridge processor platform in the second quarter (March ? June) of 2012. Ivy Bridge, a codename for Intel?s upcoming processors, will support Thunderbolt and USB 3.0. Sadly, in the same report, DigiTimes says that due to cost, Thunderbolt ports will likely only sneak into high-end laptops in 2012.?Hopefully more PC makers will jump onboard as time goes on.
If you?ve plugged a charger into your phone or a mouse into your computer in the last few years, you already know what USB (Universal Serial Bus) is. Any device that gets power through USB is using USB 2.0 or higher, which was released in 2000.?
Thunderbolt?s list of benefits don?t end there. While USB 3.0 can deliver 4.5 watts of power to devices, Thunderbolt can deliver 10 watts. Then there?s the coolest thing: Thunderbolt can be used as an HDMI replacement as well. It can deliver HD video and eight channels of HD audio as well, which is why Apple uses it for its new ?Thunderbolt Display? external monitors.?
USB 3.0?s biggest defense against Thunderbolt is its legacy. It is quite fast, but is also backward compatible with all previous USB standards and devices, meaning there are tens of thousands of USB peripherals, hard drives, and whatnot that can still be used with a USB 3.0 port. Unless everyone decides to throw away their mouse today, USB 3.0 has a huge incumbent advantage. In a best case scenario, it would take Thunderbolt years to overthrow USB, and likely longer because USB 3.0 is pretty damn fast itself.?
Thunderbolt has another weakness as well: Intel owns it. Currently, Thunderbolt is only compatible with Intel chipsets. For it to come to the majority of smartphones and tablets, it would need to be adapted to run on ARM processors, as virtually no phones run on Intel processors. We don?t see Intel doing that anytime soon, which is sad. Currently, it would be expensive, and perhaps impossible, to try to implement a Thunderbolt-like port on a phone, according to AnandTech, so don?t expect it soon.?
The only piece of the puzzle missing is Apple. It would be equally grand if Apple would support USB 3.0. It would open up Mac users to many new peripherals and possibilities, just as Thunderbolt does. There?s nothing wrong with both standards living side by side for a time. If Thunderbolt takes off, then great. If not, then hopefully USB 4.0 will match its specs. Can?t we all just play nice?

Final caucus tally puts Santorum 34 votes ahead of Romney, as Perry slated to drop out of presidential race.

With the South Carolina primary just days away, front-running Republican presidential nominee Mitt Romney is suddenly looking for his second win in a row rather than a record third. Though the former Massachusetts governor appeared to eke out a slim eight-point win at the Iowa caucus on January 3, the Des Moines Register reported that the final count of the vote puts former Pennsylvania Senator Rick Santorum ahead by 34 votes.
After a long night of vote counting and nail-biting, Romney appeared to post the slimmest-ever margin of victory in Iowa, but the Register revealed that missing data from eight precincts may never be certified or recovered. GOP officials discovered inaccuracies in 131 precincts, not all of which affected the final vote.
In the end, though, the certified number points to an asterisks-bearing win for Santorum, who won 29,839 votes to Romney's 29,805. In essence, state GOP officials said, the Iowa results come down to a "split decision."
"The results from Iowa caucus night revealed a virtual tie," Romney said after the news broke. "I would like to thank the Iowa Republican Party for their careful attention to the caucus process, and we once again recognize Rick Santorum for his strong performance in the state. ... The Iowa caucuses, with record turnout, were a great start to defeating President Obama in Iowa and elsewhere in the general election."
Iowa was close, but Romney put up a decisive victory in New Hampshire, getting 36 percent of the vote while Santorum wound up in fifth place with around 10 percent.
Though the belated Iowa victory doesn't have the same kick it might have for Santorum had he sealed the deal on the night of the caucus, it does deprive Romney of bragging rights over two victories in a row and could sway primary voters in South Carolina (on Saturday) and Florida (on January 31). Santorum and former House Speaker Newt Gingrich have been battling it out to capture the crucial Evangelical Christian vote in those two states and the after-the-fact win may give Santorum an advantage.
Another possible edge could come from CNN's report Thursday morning (January 19) that Texas governor Rick Perry is slated to suspend his campaign. Perry was touted as a strong contender for the GOP nomination when he entered the race last year, but a series of disastrous debate performances prevented him from climbing out of the single digits in polls.

Benchmark oil rose 50 cents to $101.21 per barrel on Wednesday in New York. Brent crude fell 50 cents to $111.03 per barrel in London.
The Federal Reserve says factory production in December expanded by the most in a year, as consumers bought more vehicles and businesses spent more on machinery and computers.
Investors also are encouraged by news that the International Monetary Fund is seeking new funding resources to help struggling European countries.
Meanwhile, AAA says the national average for retail gas is $3.38 per gallon. That's about 16 cents more than a month ago and nearly 28 cents more than a year ago.

Posada will be an interesting case for Hall of Fame discussion. His late start, coupled with his defensive shortcomings, will hurt his chances, though perhaps not irrevocably.
Munson?s case for the Hall of Fame is a tougher sell. Due the ravaged state of his knees, he was already in decline by the time of the horrific plane crash and fire that took his life in 1979.
His three phenomenal seasons of 1975 to 1977 constitute an impressive peak?he was arguably a better player than Carlton Fisk during that stretch?but three straight Hall of Fame seasons are not enough, at least not by themselves, to gain entrance to Cooperstown.
With his squatty body and distinctive red chest protector, it?s always easy to pick Munson out on other player?s cards, like Terry Crowley?s 1973 Topps card and Carl Yastrzemski?s 1972 ?In Action? card.Munson received his own action card in the 1972 set; he was one of 72 players to merit an action photo, complete with red banners all the way around. Technically speaking, we don?t really see Munson in action here, but rather in conference with one of his pitchers.
Those conferences on the mound could become rather heated, with Munson loudly imploring his pitchers to pick up the pace, knock a hitter off the plate or simply throw some damn strikes.
That brings us to this week?s baseball card mystery. It?s a two-parter, involving both location and identity.
First off, the Yankees are clearly wearing their road grays, so we know that this photo was not taken at the old Yankee Stadium. Given the absence of the ?Green Monster,? I think it?s safe to say that it?s not Fenway Park, either.
That leaves us with 10 other choices, including old RFK Stadium in Washington, home of the Senators.
Second, I?m left wondering which Yankee pitcher is standing on the mound next to Munson. His face is bathed in shadow, making an indentification difficult. His glove is not evident on his left-hand, so it is likely a southpaw.
It could be Fritz Peterson, but I?m not certain. Other possibilities on the 1971 Yankees are Mike Kekich (whom I remember as being thinner than the pitcher on this card) and four relatively obscure relievers: Alan Closter, Rob Gardner, Gary Jones and Terry Ley.
So who is it? And where is it?
Bruce Markusen is the author of seven books on baseball, including the award-winning A Baseball Dynasty: Charlie Finley?s Swingin? A?s, the recipient of the Seymour Medal from the Society for American Baseball Research. He has also written The Team That Changed Baseball: Roberto Clemente and the 1971 Pittsburgh Pirates, Tales From The Mets Dugout, and The Orlando Cepeda Story.
